Rhode Island Cannabis Control Commission Selects CSI to Support Social Equity Applicant Certification Process
The Cannabis Control Commission has taken a major step toward launching Rhode Island’s first equity-centered cannabis licensing initiative by approving staff to move forward with final contract negotiations with Creative Services, Inc (CSI).

WARWICK, RI – The Cannabis Control Commission has taken a major step toward launching Rhode Island’s first equity-centered cannabis licensing initiative by approving staff to move forward with final contract negotiations with Creative Services, Inc (CSI). The selected vendor is expected to support the development and delivery of the Social Equity Applicant Status Certification process, helping the Commission build the systems, tools, and applicant experience needed to advance this critical work.
“The Commission is committed to building a fair, transparent, and accessible cannabis program for all Rhode Islanders,” said Commission Chair Kim Ahern. “The selection of Creative Services Inc., will help individuals and communities disproportionately impacted by past cannabis prohibition to have meaningful pathways to participate in the regulated marketplace.”
CSI was selected through a competitive Request for Proposal (RFP) process. The vendor will support the Commission managing a secure, user-friendly certification portal, providing applicant support, reviewing eligibility, and maintaining tracking and reporting tools.

The RFP evaluation process included a technical review, live product demonstrations, and a thorough cost analysis. CSI demonstrated the capability, experience, and proposed solutions necessary to meet the Commission’s goals of advancing equity and building trust through transparency and support.
“This process reflects the Office’s Cornerstones of operational efficiency, accountability, and equity,” said Cannabis Office Administrator Michelle Reddish. “Our goal is to provide clear pathways for qualified applicants while ensuring transparency and consistency throughout the process.”

About the Rhode Island Cannabis Control Commission
The Cannabis Control Commission is an independent regulatory body established under the Rhode Island Cannabis Act of 2022. The CCC is responsible for licensing, regulation, and enforcement of both adult-use and medical cannabis in the state. With the transition from the Department of Business Regulation now complete, the newly formed Cannabis Office serves as the operational arm of the Commission, supporting the safe, equitable, and effective regulation of cannabis in Rhode Island.
